If I'm following you correctly, you will still need power from the "I" post to your ignition switch in order to transfer power to the starter ... there will be a small ground wire to that solenoid and a small key on hot wire that activates the solenoid to make the connection and send power ... If you have no power at pin 30, then either the fuse is no good or has no power, or the wiring between the fuse block and the relay is damaged.
