That's because the cylinder and steering wheel are both locked. Turn the key while wriggling the wheel to disengage both locks simultaneously. Try wiggling the shift lever forward and/or back to see if you can pull the key. Also try turning the steering wheel. That can jam the key too. A key can become trapped in a vehicle's ignition cylinder owing to a buildup of grime and debris in some situations.
