It almost chokes out on fuel because it is expecting that air from the air pump but nothing comes through. You can bench test the air pump off ... The most likely cause is water intrusion in the pump and/or check valve causing the system to operate abnormally. You are getting a CEL (check engine light) due to an issue with the SAI system.
