It could be the MAF or it could be a vacuum leak. The way to find out is to read live data with a scan tool that can do that. The most common problem for fuel trim fault codes is a faulty MAF (air mass) sensor. As the sensor fails the ECU will try to adapt as much as possible. The Toyota FSM says the P0170 code for the 1995 LC is not set until fuel trims have reached +/- %35 and my trims are not even close to that.
